Why paper cards slow onboarding
Ink cards and mail-in packets add days before an agency even sees a record. Resubmits after a reject add another cycle. For a small business onboarding five people a week, that is idle payroll and delayed starts.
Electronic live scan does not remove agency fees. It removes the waiting room between capture and transmission. Quality checks at the scanner catch dry fingers and sequence errors before the package leaves the desk.
A one-week rollout checklist
Day 1–2: confirm which agencies and ORIs you actually submit to. Day 3: stand up certified hardware and a browser-based capture workflow. Day 4: run test enrollments and reject handling. Day 5: train the operator who will run the desk, plus one backup.
Give hiring a simple booking link instead of a shared inbox. Collect demographics before the applicant arrives. After capture, tell the applicant how TCN status works and that FDLE completed does not mean they passed—the requesting agency still issues the result.
Measure two numbers in week one: time from arrival to transmission, and resubmit rate. If either is ugly, the fix is usually intake quality or scanner placement—not more software seats.
