What actually changed
Florida small businesses still fingerprint contractors, licensees, and new hires through the same agencies they always have. What changed is the expectation that the capture desk keeps up: more ORIs, tighter turnaround, and less patience for paper cards and resubmits.
If you run a shop, a school, or a staffing desk, the requirement is not a new statute so much as a new operating bar. Applicants show up with a TCN on a receipt and expect a status they can check. Hiring managers expect Level II or equivalent packages to leave your site correctly the first time.
Stay compliant without adding headcount
Lean teams win by removing manual routing and quality surprises. Use FBI Appendix F certified hardware, guided capture, and software that submits electronically to FDLE and FBI instead of a stack of FD-258 cards.
Build a short intake checklist: identity documents, the requesting agency or ORI, and whether retention or photo is required. Train one backup operator. Log every resubmit reason. That is enough for most small shops to stay audit-ready without a compliance department.
When volume spikes—graduation week, a new contract, a franchise hiring freeze—the same workflow should scale. If your current vendor still needs a ticket to add an ORI, that is the constraint, not your staff count.
