Franchisors write the screening policy. Franchisees run the hiring desk. The gap is execution: one location uses a modern livescan vendor, another still mails cards, and the brand still gets the complaint when an applicant waits two weeks.
Consistent policy means the same purpose codes, the same document list, and the same SLA for when a package must leave the store. Local execution means each store can actually capture without flying in a specialist.
Keep trust without a national call center
Give stores one platform, one hardware standard, and a status story they can tell the applicant. Publish who to call when a TCN is not found. Audit a sample of locations quarterly the same way you audit cash handling.
The franchise that treats fingerprinting as optional storecraft will keep getting uneven results. The franchise that treats it as a branded workflow will not.
